Einheitsdenken und Konzentration

[Alle Kommentare ausblenden] (1) In der letzten Zeit sind einige interessante Entwicklungen zu beobachten, die einen Einfluss auf das zu skizzierende Projekt haben. Sie möchte ich zuerst kurz anreißen.

In den letzten ungefähr zehn Jahren griff in zunehmendem Maße ein Einheitsdenken um sich, das, kurz gefasst, davon ausgeht, dass sämtliche menschlichen Aktivitäten von einiger Bedeutung am besten marktförmig zu organisieren seien. Es komme vor allem darauf an, stabile Rahmenbedingungen für die verschiedenen Märkte zu schaffen, wobei die Märkte idealerweise als global verstanden und geschaffen werden sollen, ansonsten aber jeden Eingriff in das Marktgeschehen zu unterlassen. Die entsprechenden Schlagwörter heißen Globalisierung und Kommerzialisierung. Dies sei im wohlverstandenen Eigeninteresse der Menschheit, die "unsichtbare Hand" des Adam Smith aus dem 18. Jahrhundert feiert fröhliche Urständ.

Dieser Wunsch nach weitgehender Globalisierung und Kommerzialisierung der menschlichen Austauschbeziehungen ist natürlich stark interessengeleitet. So ist es nur natürlich, dass ihre Propagandisten vor allem in den reichen reichen Zentren der Macht und in lokalen Machteliten zu finden sind. Dementsprechend fand das Einheitsdenken in einer historisch unerhört kurzen Zeit weltweite Verbreitung über die den Machteliten gehörenden Medien und ist mittlerweile fest in der gesellschaftlichen Wirklichkeit und den Köpfen der meisten Menschen fest verankert. Insofern ist auch unmittelbar einsichtig, dass in den vorherrschenden Medien kaum Abweichungen vom Einheitsdenken ernsthaft diskutiert werden. Entweder sie werden als rückschrittlich (Betonsozialisten usw.) oder unrealistisch (Wohlfahrtstaatler, Pazifisten usw.) diskreditiert, oder sie fristen ein Schattendasein in mehr oder weniger esoterischen Winkeln.

Zeitgleich und logischerweise ist eine zunehmende weltweite Konzentration in weiten Bereichen der Wirtschaft und insbesondere auch im Medienbereich zu beobachten. Die unmittelbare Folge ist, dass große Bereiche der regionalen Medienlandschaften marginalisiert oder zur Anpassung an "internationale Gepflogenheiten" gezwungen werden. Dies verstärkt die Hegemonie des Einheitsdenkens erheblich, da kulturelle Eigenheiten und intellektuelle Traditionen der Völker zwangsläufig an Bedeutung verlieren. Die als Reaktion darauf manchmal einsetzende "Rückbesinnung" ist meist defensiv und relativ kurzlebig.

Globaler Ansatz

[Alle Kommentare ausblenden] (2) Gleichzeitig vollzieht sich aber auch ein Wandel in den internationalen Beziehungen der Staaten. Nachdem große Teile der Welt durch hemmungslose Ausbeutung aller nutzbaren Ressourcen, einschließlich der Verpfändung der Zukunft (Schuldenkrise), an den Rand des Zusammenbruchs jeglicher sozialer Ordnung (und teilweise auch darüber hinaus) getrieben wurden, die Folgen solcher Zusammenbrüche aber immer weniger lokal abgeschottet werden können - ich denke dabei an Flüchtlingswellen und Medienwellen - beginnen sich erste Ansätze eines globalen Verständnisses von Menschheitsproblemen herauszubilden.

So wird mittlerweile die Bedeutung von Umweltschutz und biologischer Vielfalt zumindest theoretisch allgemein anerkannt. Auch die jüngsten Ereignisse in Seattle und Davos setzen Zeichen in diese Richtung.

Ein Ziel des Projekts "Offene Enzyklopädie" ist es nun, einen Schritt weiter zu gehen und dazu beizutragen, der Bedeutung von geistiger Vielfalt zu praktischer Anerkennung zu verhelfen und sie sozusagen mitten ins Leben zu bringen. (Vielleicht folgt ja irgendwann auch die Anerkennung sozialer Vielfalt nicht als Diskriminierung sondern als Akzeptanz und unbehinderter Lebbarkeit verschiedener persönlicher und gesellschaftlicher Lebensentwürfe.) Insofern könnte ein Motto des Projekts "Lust auf Vielfalt" oder so ähnlich heißen.

Idee einer Offenen Enzyklopädie

[Alle Kommentare ausblenden] (3) Die Grundidee des Projekts "Offene Enzyklopädie" ist sehr einfach. Die offenen und freiwilligen Arbeitsmethoden der GNU/Linux-Gemeinde kopierend soll eine hochklassige, verlässliche und vielfältige Enzyklopädie in möglichst vielen Sprachen entstehen. Die eigentliche Neuheit dabei ist, dass für jeden Begriff mehrere, sich gegebenenfalls durchaus auch widersprechende, Einträge nebeneinander stehen, die durch eine geeignete Klassifizierung zueinander in eine leicht verständliche Beziehung gesetzt werden. Die offene und freiwillige Arbeitsweise stellt sicher, dass nur Sachen gemacht werden, die wirklich interessieren. Dabei sind Unterschiede in den verschiedenen Sprachversionen der Enzyklopädie natürlich und gewollt - auch hier ist also Vielfalt angesagt.

Meines Wissens gibt es weltweit noch kein vergleichbares Projekt, jedenfalls habe ich im Internet nichts gefunden. Durch die Vielzahl interessierter und intelligenter Internet-Nutzer überall auf der Welt, den modularen Aufbau einer Enzyklopädie und die Fülle faszinierender Sachgebiete erscheint mir dieses Projekt geradezu prädestiniert, die offene Internet-Arbeitsweise auch ausserhalb der Softwareentwicklung anzuwenden. Es gibt genug gute Vorbilder zur Orientierung (bestimmt hat jedes Land "seine" Enzyklopädie) und eine Jahrhunderte alte Tradition des akademischen nichtkommerziellen Austauschs, die hier eine neue Form erfahren könnte. Ausserdem könnte es sich keine kommerziell arbeitende Organisation leisten, so viele hochqualifizierte Leute zu bezahlen wie hoffentlich bei dem Projekt mitmachen werden - das Ergebnis sollete also (wie bei GNU/Linux) so gut sein, dass die Vielfalt notfalls auch als ungewolltes Nebenprodukt in die guten Stuben Einzug hält.

Auswirkungen

[Alle Kommentare ausblenden] (4) Ich erhoffe mir vom Erfolg des Projektes eine Reihe positiver Effekte. Zunächst soll es natürlich Spaß machen, sich mit den Ideen anderer Leute, Kulturen usw. auseinanderzusetzen, dann finde ich auch die Arbeitsweise von GNU/Linux an sich spannend, an der ich mangels nennenswerter Progammierambitionen leider nicht teilnehmen kann. Außerdem hoffe ich aber auch, die erdrückende Dominanz des Einheitsdenkens durch Bündelung anderer Denkansätze etwas aufweichen und die Wahrnehmung marginalisierter (kulturell, politisch usw. abweichender) Denkweisen verbessern zu können. Natürlich wäre auch der Gedanke, an DER ultimativen Referenzenzyklopädie mitgewirkt zu haben keinesfalls unangenehm. Ausserdem wäre so eine Enzyklopädie eine echte Bereicherung der Public Domain, die den Eintrittspreis in die Wissensgesellschaft beträchtlich senken kann - z.B. wichtig für Entwicklungsländer - und ihrer Monopolisierung entgegenwirkt.

Daneben geht es mir aber auch darum einfach auszuprobieren, ob der GNU/Linux-Ansatz auch in anderen für eine Wissensgesellschaft wichtigen Bereichen funktioniert. Sollte dies der Fall sein, könnte man getrost von einer Weiterentwicklung der Produktivkräfte sprechen, was ja zumindest nach Marx´schem Verständnis auch eine Weiterentwicklung der Produktionsverhältnisse nach sich zieht - ebenfalls ziemlich spannend. Voraussetzung dafür ist natürlich, dass wir uns wirklich in Richtung Wissensgesellschaft bewegen.

Grundlegende Fragen

[Alle Kommentare ausblenden] (5) Wahrscheinlich wird es bei diesem Projekt neben technischen und organisatorischen auch jede Menge ethischer und philosophischer Fragen geben, die sich daraus ergeben, dass es ein vergleichbares Projekt noch nie gegeben hat. Wichtig scheint mir in diesem Zusammenhang eine pragmatische Herangehensweise zu sein. Der einzige Punkt wo irgendwelche Kompromisse von vornherein ausgeschlossen sind, ist der offene und öffentliche Charakter des Inhalts der Enzyklopädie. Auch sollte die Einführung irgendwelcher Marktmechanismen zur "Effizienzsteigerung" unbedingt vermieden werden, um nicht von kapitalstarken und marktmächtigen "Freunden" vereinnahmt zu werden. Offen heißt natürlich nicht, dass jeder Quatsch ungefiltert im Zusammenhang der Enzyklopädie weitergegeben wird, aber durch eine solide Klassifizierung und gegebenenfalls Kommentierung sollte die notwendige Kohärenz und Qualität zu gewährleisten sein.

Breite Akzeptanz

[Alle Kommentare ausblenden] (6) Da eine möglichst breite Akzeptanz und Nutzung der Enzyklopädie angestrebt werden sollte, sich ihre Verbreitung aber in einem marktwirtschaftlichen Umfeld vollziehen muss, sollte die Verbreitung kommerzieller "Distributionen" wie bei Linux nicht erschwert werden. Gleichzeitig erscheinen mir aktive Bemühungen zur nichtkommerziellen Verbreitung z.B. über Universitäten und Nichtregierungsorganisationen sehr wichtig zu sein, die damit auch zur aktiven Mitarbeit motiviert werden können. Eine offene Frage ist noch, nwieweit man die "Distributoren" zur Wahrung der Vielfalt verpflichten kann, oder ob die Auswahl der Artikel und damit im schlimmsten Fall die Zensur jedem "Distributor" ohne Einschränkungen überlassen bleibt und er trotzdem den Namen "Offene Enzyklopädie" (oder etwas Markigeres) verwenden kann.

Projektstart

[Alle Kommentare ausblenden] (7) Unbedingt erforderlich ist es auch, eine entsprechende technische Infrastruktur zum Dokumentenaustausch bereit zu stellen. Die Details müssen noch ausgearbeitet werden. Wenn nötig, könnte sie auch von einem Sponsor betrieben werden, es sollten aber Public Domain-Werkzeuge verwendet werden. Im Allgemeinen scheinen mir Sponsoren für den Erfolg des Projekts nicht erforderlich zu sein, allerdings scheint mir die Gefahr einer Vereinnahmung und Beeinflussung des Projekts durch Sponsoren sehr gering zu sein, so lange eine offene Arbeitsumgebung verwendet wird und keine Sponsorengelder direkt an die Maintainer einzelner Sachgebiete fließen. Sponsoren für die allgemeine Infrastruktur stören also nicht und dürften sogar die Ausstrahlung des Projekts vergrößern. Eventuell könnte man sich sogar um Fördergelder bemühen, was zwar den bürokratischen Aufwand erhöhen, das Projekt aber wohl nicht vereinnahmen würde.

Internationale Dimension

[Alle Kommentare ausblenden] (8) Sehr wichtig bei diesem Projekt ist es, von vornherein die internationale Dimension zu berücksichtigen und das Projekt dementsprechend anzulegen. So sollten stets international verbreitete Standards verwendet werden, und alle wichtigen Unterlagen sollten immer in Englisch zur Verfügung stehen. Als neutraler Name, der die Dominanz einer bestimmten Sprache auch symbolisch vermeidet, scheint mir "Encyclopaedia Aperta" geeignet zu sein. Ein Kommentar eines Lateinkundigen dazu wäre sicher sehr hilfreich.

Infrastruktur

[Alle Kommentare ausblenden] (9) Deshalb erscheint es mir sinnvoll zu sein, als Datenformat die XML-Version der öffentlichen DocBook-DTD (die auch von den Open Source Writers bevorzugt wird) und zur Klassifizierung den sogenannten Dublin Core zu verwenden. Beides sind international ausgerichtete öffentliche Standards, ihre Verwendbarkeit muss allerdings noch ausführlicher untersucht werden. Ein international verwendetes standardisiertes Schlagwortregister habe ich leider noch nicht gefunden.

Lizenz

[Alle Kommentare ausblenden] (10) Sehr wichtig ist es auch, von vornherein mit einer "wasserdichten" und geeigneten Lizenz zu arbeiten, die eine Reprivatisierung des Inhalts ausschließt, eine homogene Qualität der Enzyklopädie befördert, die Mitwirkenden vor ungewollten Nebenwirkungen schützt und möglichst viele Leute zum Mitmachen animiert. Ich habe dazu einen ersten Entwurf ausgearbeitet (siehe unten unter 8.), der sich sehr stark an die Netscape-Lizenz zur Weiterentwicklung des Mozilla-Browsers anlehnt, weil mir sowohl die Open Content Licence als auch die Open Publication Licence und die GNU Free Documentation Licence ihre Schwächen zu haben scheinen. Für Verbesserungen oder Gegenvorschläge (oder eine Übersetzung) wäre ich dankbar.

Anregungen

[Alle Kommentare ausblenden] (11) Wenn jemand ein ähnliches schon laufendes Projekt kennt, soll er/sie natürlich Bescheid geben; dann könnte man dort vielleicht mitmachen. Ansonsten bin ich sehr gespannt auf Meinungen, ob dieses Projekt lohnend und machbar erscheint, wer mitmachen würde, ob man die OpenTheory-Plattform technisch dafür benutzen könnte, welche Sachen noch zusätzlich berücksichtigt werden müssten usw. usf.

ANHANG - Lizenzentwurf (Englisch)

1. Definitions.

1.1. ``Contributor'' means each entity that creates or contributes to the creation of Modifications.

1.2. ``Contributor Version'' means the combination of the Original Information, prior Modifications used by a Contributor, and the Modifications made by that particular Contributor.

1.3. ``Covered Information'' means the Original Information or Modifications or the combination of the Original Information and Modifications, in each case including portions thereof.

1.4. ``Electronic Distribution Mechanism'' means a mechanism generally accepted in the information community for the electronic transfer of data.

1.5. ``Executable'' means Covered Information in any form other than Source Format, including all non-electronic forms.

1.6. ``Initial Author'' means the individual or entity identified as the Initial Author in the Source Information notice required by Exhibit A.

If You have knowledge that a party claims an intellectual property right in particular functionality or information (or its utilization under this License), you must include a text file with the source format distribution titled ``LEGAL'' which describes the claim and the party making the claim in sufficient detail that a recipient will know whom to contact.
